Outgoing FSA chief to join Soros body - report

LONDON (Reuters) - The outgoing chairman of Britain's financial watchdog and one-time candidate to head the Bank of England (BoE) is expected to take up a post at a think tank founded by billionaire investor George Soros.

Britain's Sunday Telegraph newspaper reported that Adair Turner, who heads the soon to be dissolved Financial Services Authority, will join the Institute for New Economic Thinking in New York.

Dubbed by British media as "The Man Who Broke the Bank of England", Soros reportedly made $1 billion by betting on the devaluation of Britain's sterling currency in 1992, helping to send it crashing out of the European Exchange Rate mechanism.

Hungarian-born Soros set up the think tank to devise new economic theories in response to deficiencies in current thinking demonstrated by the recent global financial crisis.

Board members include Nobel prize-winning economists Joseph Stiglitz and Amartya Sen.

The Sunday Telegraph gave no details of the nature of Turner's role at the think tank. The appointment has not yet been announced and spokesmen for Soros and Turner were not immediately available for comment.

The Sunday Telegraph said the FSA had confirmed Turner's appointment and quoted an FSA source as saying Turner's aim at the think tank was to "think big thoughts" and write "more learned papers".

Turner's FSA will be scrapped from April 1 amid reforms to fix a supervisory system criticised for failing to spot the financial crisis coming, forcing Britain to bail out banks.

Two new bodies will replace it - the Financial Conduct Authority and the Prudential Regulation Authority.

Why cyberattacks are the logical North Korean weapon

Suspicion for yesterday's cyberattack quickly fell on North Korea. Cyberwarfare gives North Korea the chance to inflict damages on a militarily superior foe, without having to own the responsibility.

By Steven Borowiec,?Correspondent / March 21, 2013

In this photo released by Korean Broadcasting System, KBS employees try to recover a computer server a day after a cyberattack caused computer networks at the company to crash, in Seoul, South Korea, Thursday, March 21, 2013.

After an apparent cyberattack disrupted operations at a number of South Korean broadcasters and banks yesterday, officials here are trying to figure out whether North Korea is responsible.?If so, it would show that despite the stark contrast in development between the two countries, the North is capable of striking its southern rival in an unconventional, but harmful, manner.??

For all its bombast, North Korea may actually be?reluctant to enter into a military conflict with the South and its US allies because of the alliance?s superior military strength. But cyberattacks can be harmful, create a climate of fear, and avoid any direct consequences.???

This type of attack suits North Korea.

?Cyberwar is right up their street. It?s cheap and deniable,? says Aidan Foster Carter, a Korea expert at the University of Leeds.?

Cyberattacks on South Korean government agencies and financial institutions in 2009 and 2011 were attributed to North Korea. And the North has issued threats specifically targeting South Korean conservative media outlets (including some of the networks that reported disturbances yesterday), which tend to be harshly critical of Pyongyang.??

The attacks come amid high tensions on the Korean peninsula, with the North issuing unusually hostile threats in retaliation for US-South Korea military exercises, as well as increased United Nations sanctions following the North's third nuclear test.

The watchdog Korea Communications Commission announced today that part of the damaging code came from an Internet Protocol (IP) address in China. While this can?t be traced directly to North Korea, the North is believed to have a large network of hackers, some of whom operate in China, according to defector reports.

China denied any responsibility for the hacking attack, saying such anonymous cross-border incidents were a global problem. "Hackers often use the IP addresses of other countries to carry out their attacks," Foreign Ministry spokesman Hong Lei told reporters in Beijing on Thursday. ?

A high-ranking official in the Blue House, South Korea?s presidential office, told Yonhap News Agency, ?[The government] is closely analyzing the incident with all possibilities open, while bearing a strong suspicion that North Korea conducted the attack."??

Since they signed a truce ? effectively ending the Korean War ? in 1953, South and North Korea have gone in very different directions, and the differences between them are vividly illustrated in their technological capabilities.?

According to data released in July 2012 by the Organization for Economic Cooperation and Development, there are more Internet connections than there are people in South Korea. ?Many daily tasks here are performed online, from banking and the purchasing of movie or train tickets to social interactions. As such, South Koreans have a lot to lose to a malicious attack on the country?s IT infrastructure.?

By stark contrast, in North Korea, which regularly experiences power outages, only a fraction of privileged elite can get online, and even then only have access to a state-controlled intranet that only permits approved sites.?

Though North Korea is generally undeveloped, it does have a corps of hackers who are trained by the state and apparently able to carry out cyberattacks. ?North Korean hackers are obviously quite capable technically,? says Moon Young-woo, president of IT Bank, a company that provides consulting on how to safeguard information and prevent hacking.?

?Their skills are good. If they were behind this attack, it was probably meant to put pressure on the new [South Korean] government. If it was done by Chinese hackers, it was probably just some people who wanted to show off their skills,? says Mr. Moon.

And even though South Korea is the far more developed country, it is still at least somewhat vulnerable to hacking. After Wednesday?s disturbance, the banks and broadcasters were able to get most operations running again without too much of a delay, but a more effective malicious code could perhaps one day do more damage.

After the 2011 attack, which targeted government and banking websites, South Korea announced a beefed-up cyber security strategy that involved more than a dozen government ministries. The stronger system has apparently been more successful at preventing network intrusions.

?South Korea?s defenses are strong enough to deal with the kinds of attacks we?ve seen in the past. But if a group of hackers were to execute a targeted attack, meaning they develop a virus specifically tailored to one target, it would be very hard to defend because the virus could be new and unfamiliar,? says Hong Min-pyo, president of SEWorks and one of Korea?s top IT experts. Mr. Hong is what Koreans call a "good" hacker, working to stifle the efforts of malicious hackers and stop the spread of harmful code.?

While online freedoms in North Korea are still exceptionally limited, over the past few months Pyongyang has made some cautious efforts to open up technologically. Starting in late February, foreign visitors to the North were able to use mobile phones and Internet. This service is only available to foreigners, but is noteworthy as it allows access to social media such as Twitter and Instagram. ?

Apple once again leads J.D. Power smartphone satisfaction survey

Apple has the highest U.S. customer satisfaction amongst smartphone manufacturers, according to J.D. Power and Associates. The survey ranks companies on a 1,000-point scale, using criteria such as performance, physical design, features, and ease of operation. Apple scores 855, sixty points higher than the next company on the list, Nokia.

For the ninth consecutive study, Apple ranks highest among manufacturers of smartphones in customer satisfaction. Apple achieves a score of 855 and performs particularly well in physical design and ease of operation.

The survey measures satisfaction among 9,767 smartphone customers, all of whom have had their phones for less than one year. Apple leads significantly, though other manufacturers are seeing better numbers as well. Overall satisfaction among smartphone customers has risen to 796, a 22-point increase over this same time last year. Improvements in features and services offered to smartphone customers is seen as the reason for the increase.

Jawbone Up fitness band gets an Android app, wider availability outside the US

Jawbone Up fitness band gets an Android app, wider availability outside the US

Well, this took long enough, don'tcha think? Ever since the original Jawbone Up fitness tracker came out, we've been saying it needs an Android app so you can use it with more than just an iDevice. Heck, even when the redesigned second-gen version went on sale last year, it was still for iOS only. Finally, though, that Android app is here, and it's ready to download in the Google Play store.

Like the iOS version it's free, and can be used to log daily meals, as well as view pretty charts illustrating your various sleep and activity patterns. You'll also notice some strong similarities in the UI, though the iOS version has a few features the Android software doesn't have yet, such as the ability to share things on Twitter and Facebook. The band, too, is the same as ever, which means you can use it with a mix of iOS and Android devices, if you so choose. Finally, there's one last (very big) group of people who will be getting to try the Up for the first time: the wristband is now for sale in Europe, with Asia, Australia and the Middle East to follow next month.

Ambassador: No evidence of chemical use in Syria

Map locates Khan al-Assal, Syria, where the government and rebels accused each other of attacking with chemical weapons

Map locates Khan al-Assal, Syria, where the government and rebels accused each other of attacking with chemical weapons

(AP) ? The U.S. ambassador to Syria said Wednesday the Obama administration has no evidence to support President Bashar Assad's claims that U.S.-backed rebels used chemical weapons in northern Syria, but is looking carefully at the conflicting reports.

"So far we have no evidence to substantiate the reports that chemical weapons were used yesterday," Robert Ford told the House Foreign Affairs Committee. He later added that the administration was extremely concerned and trying to verify reports that such weapons were used in the Aleppo province and the Damascus suburbs.

The administration on Tuesday disputed Assad's claim, and a U.S. official said there was no evidence that either Assad's forces or the opposition had used chemical weapons in an attack.

President Barack Obama has declared the use, deployment or transfer of the weapons to be his "red line" for possible military intervention in the Arab country. Ford said Wednesday that an increasingly besieged Assad regime might be tempted to use its stockpile of chemical weapons, the largest in the region.

Hours before Ford's testimony, the chairman of the House Intelligence Committee, Rep. Mike Rogers, said he feared a "stain on our national credibility" if the United States determines Assad is using chemical weapons to remain in power but fails to intervene.

The Michigan Republican said there was a "high probability" that a chemical agent was deployed Tuesday in northern Syria.

Rogers told "CBS This Morning" the U.S. knows "there has been some forensic evidence that at least small quantities" of chemical weapons may have been used. Rogers also said the United States had "lost the faith" of the opposition forces, adding, "This is the time to act. Don't wait until we have 5,000 dead."

In his testimony, Ford described an untenable situation as the Syrian civil war grinds on into its third year. The United Nations has estimated 70,000 have been killed, more than 1 million refugees have fled to neighboring countries and 2.5 million have been displaced internally.

The Syrian people "face a new level of ruthlessness from the Assad regime, which is raining Scud missiles down on residential neighborhoods, destroying hospitals and schools, and sending its thugs rampaging through the streets to terrorize their fellow citizens. The carnage is appalling," Ford said.

He insisted that the ideal outcome is a "negotiated political transition" to the crisis without Assad.

Ford said the military balance is turning against the Assad regime, which has lost some critical strategic locations such as the borders with Turkey and Iraq. The ambassador also said there has been heavy fighting in Damascus "right up close to where the president lives."

Ford was pressed repeatedly about what military action the United States might take but declined to speculate at the public hearing. Lawmakers uneasy with military involvement ? or even the prospect of arming the opposition ? reflected a war-weariness after more than a decade of conflicts in Iraq and Afghanistan.

Ford underscored that Obama has said there will be consequences if chemical weapons were used and said he was certain that there have been discussions within the administration about possible steps.

"I do want to underline how seriously we take the reports," he said.

Republican Rep. Scott Perry of Pennsylvania, who noted the 10th anniversary of the invasion of Iraq this week, repeatedly tried to get Ford to elaborate for Congress and the American people about what could happen next in Syria if chemical weapons were used.

Ford declined. Perry, alluding to Iraq, said, "We don't want the current administration making the mistake of past administrations."

In fact, no consensus has emerged in Congress about what further steps should be taken to break the stalemate in Syria. Some, such as Republican Sens. John McCain and Lindsey Graham, favor strikes on Syrian air defenses, establishment of a no-fly zone and arming the opposition.

Others, like Rep. Ileana Ros-Lehtinen, R-Fla., made clear on Wednesday that providing weapons to the Syrian opposition risks having the weapons fall into the wrong hands.

"The unknown can be dangerous and the vetting of the opposition is not enough when it comes to providing lethal aid that could be used against our allies, such as Israel, or the United States in a post-Assad era," she said.

Quantum computer could solve prime number mystery

A million-dollar puzzle relating to prime numbers could be tackled using only a mid-sized quantum computer.

There is a race to find ever bigger primes, but no way to predict when the next one will pop up. One option is to measure their distribution via a formula that calculates how many exist below a number, X. The Riemann hypothesis says this is possible for every X. But though a proof for this is worth $1 million in prize money from the Clay Mathematics Institute in Cambridge, Massachusetts, no one has yet managed to produce one.

Instead mathematicians find ways to count primes below ever bigger values of X and compare these to the Riemann prediction to see if any disagree ? if they do, this would disprove Riemann.

The record so far has been to count the primes below a septillion. It took Dave Platt of the University of Bristol, UK, three months to crunch the sums. For a number with an extra zero, it would take nine months. "At some point you have to say, is anybody going to have the motivation to go higher?" he says.

'Surprisingly powerful'

Now Jos? Latorre of the University of Barcelona in Spain, along with Germ?n Sierra of the Autonomous University of Madrid, has devised the first quantum algorithm to count primes. Quantum computers should be faster than ordinary ones because their bits occupy multiple states at once, not just a 1 or a 0. But the largest ones built have just a handful of "qubits", so this speed gain has not been practically realised.

Using the Latorre algorithm, smashing the record for primes would require an 80 qubit computer, bigger than any that exist today but much smaller than the 1000 bit beast required for the famous quantum algorithm, Shor's, to beat the record for factorisation.

"The idea is simple, elegant and surprisingly powerful," says Seth Lloyd of the Massachusetts Institute of Technology. "It would be a good thing to do with a small quantum computer, if you had one."

Humane society uses pot of gold to promote adoptions ... - WLFI.com

LAFAYETTE, Ind. (WLFI) - An area humane society used a March holiday this weekend to help more animals find a new family.

At Tippecanoe County?s Almost Home Humane Society, workers want a pinch of luck.

They are hoping the luck of the Irish will fall upon their adoptable animals.

Throughout the month of March, it is holding the "Get Lucky Adoption Special."

If someone adopts one of the animals marked with a four leaf clover, they get to visit the pot of gold.

?We have our own little pot of gold up in the front,? Almost Home Humane Society Executive Director Michelle Warren said. ?If people come in and decide they want to adopt, they can draw a gold coin out of our pot of gold and on the back there is a different adoption special.?

A gold coin could get you up to 50 percent off your adoption fee.

Almost Home Humane Society Executive Director Michelle Warren says the lucky animals marked with a clover are some that have been at the shelter a long time. Some are staff favorites.

Warren says this month's special is part of a year of deals at the shelter to help give more animals forever homes.

?We've seen a huge increase in our adoptions this year,? Warren said. ?We are already off to a record-breaking year in 2013. We think a lot of that can be attributed to some of the fun specials we do.?

Warren says, as of January 1, more than 295 animals have been adopted. It's up by 100 compared to this time last year.

Although Warren and her staff are excited about all the adoptions, Warren reminds people adopting a pet is a long commitment, and to think about it carefully.

?What are you going to have coming up in your life?? Warren said potential adopters should ask. ?What if you move? Are you going to be able to take them with you? What if a baby comes into the house? What if you start living somewhere else with different people? Are the animals going to be welcome to come with you??

Once the month deal ends, Warren says a new one will start in April. Right now it is not determined what the deal will be.

Biden better make his appointment with U.S. cardinals?or else

Vice President Joe Biden is welcomed by Italy's outgoing Prime Minister Mario Monti (center) March 18, 2013. (Tony??ROME?Vice President Joe Biden joked Monday he?d pay a high price if he skipped a scheduled reception with America?s cardinals in Rome: ?I?d better show up or I?ll lose my soul.?

Biden?s quip came as he met with Serbian President Tomislav Nikolic at the Villa Aurelia in Rome a day before Pope Francis?s installation mass, the chief reason for the vice president?s visit to Italy.

"We invited the American cardinals to a reception," Biden told Nikolic. "So unless I'm prepared to join the Eastern Orthodox Church, as a Roman Catholic, I'd better show up or I'll lose my soul."

Biden?s office elaborated on the social event: "This evening, the Vice President and Presidential Delegation to the Inaugural Mass of Pope Francis are attending a reception at Villa Aurelia hosted by Charge d'Affaires of the U.S. Embassy to the Holy See Mario Mesquita with U.S. Cardinals, U.S. Members of Congress, and officials from U.S Embassy Rome, the U.S. Embassy to the Holy See, and the U.S. Mission to the United Nations Agencies in Rome."

Earthquakes turn water into gold

Heritage Auctions

The tyrannosaur of the minerals, this gold nugget in quartz weighs more than 70 ounces (2 kilograms).

By Becky Oskin, OurAmazingPlanet

Earthquakes have the Midas touch, a new study claims.

Water in faults vaporizes during an earthquake, depositing gold, according to a model published in the March 17 issue of the journal Nature Geoscience. The model provides a quantitative mechanism for the link between gold and quartz seen in many of the world's gold deposits, said Dion Weatherley, a geophysicist at the University of Queensland in Australia and lead author of the study.

When an earthquake strikes, it moves along a rupture in the ground ? a fracture called a fault. Big faults can have many small fractures along their length, connected by jogs that appear as rectangular voids. Water often lubricates faults, filling in fractures and jogs.

About 6 miles (10 kilometers) below the surface, under incredible temperatures and pressures, the water carries high concentrations of carbon dioxide, silica and economically attractive elements like gold.

Shake, rattle and gold
During an earthquake, the fault jog suddenly opens wider. It's like pulling the lid off a pressure cooker: The water inside the void instantly vaporizes, flashing to steam and forcing silica, which forms the mineral quartz, and gold out of the fluids and onto nearby surfaces, suggest Weatherley and co-author Richard Henley, of the Australian National University in Canberra.

While scientists have long suspected that sudden pressure drops could account for the link between giant gold deposits and ancient faults, the study takes this idea to the extreme, said Jamie Wilkinson, a geochemist at Imperial College London in the United Kingdom, who was not involved in the study.

"To me, it seems pretty plausible. It's something that people would probably want to model either experimentally or numerically in a bit more detail to see if it would actually work," Wilkinson told OurAmazingPlanet.

Previously, scientists suspected fluids would effervesce, bubbling like an opened soda bottle, during earthquakes or other pressure changes. This would line underground pockets with gold. Others suggested minerals would simply accumulate slowly over time.

Weatherley said the amount of gold left behind after an earthquake is tiny, because underground fluids carry at most only one part per million of the precious element. But an earthquake zone like New Zealand's Alpine Fault, one of the world's fastest, could build a mineable deposit in 100,000 years, he said.

Surprisingly, the quartz doesn't even have time to crystallize, the study indicates. Instead, the mineral comes out of the fluid in the form of nanoparticles, perhaps even making a gel-like substance on the fracture walls. The quartz nanoparticles then crystallize over time. [Gold Quiz: From Nuggets to Flecks]

Even earthquakes smaller than magnitude 4.0, which may rattle nerves but rarely cause damage, can trigger flash vaporization, the study finds.

"Given that small-magnitude earthquakes are exceptionally frequent in fault systems, this process may be the primary driver for the formation of economic gold deposits," Weatherley told OurAmazingPlanet.

The hills have gold
Quartz-linked gold has sourced some famous deposits, such as the placer gold that sparked the 19th-century California and Klondike gold rushes. Both deposits had eroded from quartz veins upstream. Placer gold consists of particles, flakes and nuggets mixed in with sand and gravel in stream and river beds. Prospectors traced the gravels back to their sources, where hard-rock mining continues today.

But earthquakes aren't the only cataclysmic source of gold. Volcanoes and their underground plumbing are just as prolific, if not more so, at producing the precious metal. While Weatherley and Henley suggest that a similar process could take place under volcanoes, Wilkinson, who studies volcano-linked gold, said that's not the case.

"Beneath volcanoes, most of the gold is not precipitated in faults that are active during earthquakes," Wilkinson said. "It's a very different mechanism."

Understanding how gold forms helps companies prospect for new mines. "This new knowledge on gold-deposit formation mechanisms may assist future gold exploration efforts," Weatherley said.

In their quest for gold, humans have pulled more than 188,000 tons (171,000 metric tons) of the metal from the ground, exhausting easily accessed sources, according to the World Gold Council, an industry group.

Boeing: Two weeks to wrap up 787 battery tests

Boeing shows off its fixes to keep its 787 batteries from burning, including nonconductive tape and a glass shield. Boeing hopes to finish its battery testing in two weeks and get its grounded 787 Dreamliners flying again.

Boeing Commercial Airplanes Vice President and Chief Project Engineer Mike Sinnett poses with a model of the newly designed 787 battery during a news conference in Tokyo on Friday. Boeing executives aim to finish testing the new batteries after two incidents of fire and smoke grounded its 787 Dreamliners worldwide earlier this year.

The company hopes to get quick approval from the Federal Aviation Administration, and bring an end to the grounding of the plane that began on Jan. 16. Company executives said the plane could be flying again within weeks, although aviation authorities in the U.S., Japan, and elsewhere will ultimately decide the timing.

Boeing still doesn't know the root cause of the fire on a parked?787?Dreamliner in Boston on Jan. 7, or of the smoldering battery that forced an emergency landing on another?787?nine days later. Boeing executives said they may never know.

Instead, they're building a battery they hope cannot burn.

The battery's eight cells will each be wrapped in an orange tape that won't conduct electricity. A glass laminate sheet protects the cells from the aluminum case. The wires on top are getting extra heat-resisting insulation. And the whole works now goes inside a new sealed steel tub that looks like a kitchen trash can tipped on its side. If a cell overheats, a titanium hose will carry the gases to the outside of the plane through a new inch-and-a-half hole in the fuselage.

The changes make it "very unlikely" that another battery event will happen, said Ron Hinderberger, Boeing's vice president for 787-8 engineering.

Boeing hopes the new steel box won't just contain a battery fire, but will prevent one from starting at all by choking off the flow of oxygen and venting the battery gases and air inside the box outside of the plane.

The new design was tested before Boeing proposed it to the FAA. It will be retested so it can be certified for use on the plane, Hinderberger said. That should be done within a week or two. After that, approval will be up to the FAA.

He said it would be inappropriate to speculate on how long that would take.

Boeing shares rose $1.81, or 2.1 percent, to close at $86.43. They've been rising in recent weeks as investors have been anticipating a fix for the battery problems.

Hinderberger's assessment was more cautious than statements from other company officials, who suggested Thursday that the?787?could be flying within weeks.

Each?787?has two of the lithium-ion batteries. The fix will add 150 pounds to the weight of each plane, Hinderberger said. Weight is a key issue for the fuel efficiency of any plane, and Boeing has struggled to keep the?787?at the weight that it promised to customers.

Boeing rolled out the changes first in Japan on Friday morning, and then later in a conference call with Hinderberger. All Nippon Airways has 17 Dreamliners ? more than any other airline ? among the world's fleet of 50. The emergency landing in Japan was an ANA?787, while the battery with the fire in Boston was a Japan Airlines plane. About one-third of each Dreamliner ? including the batteries ? are made in Japan.

Boeing officials said it's not uncommon for airplane fixes to be applied when the root cause isn't known. The fixes they plan for the?787?should prevent battery fires and runaway heat buildups regardless of the root cause, they said.

Boeing executives downplayed the parts of the incident that have most worried travelers. They said the only fire was on a connector on the outside of the battery box in the Japan Airlines plane, not in the battery itself. The white gas billowing out the side of the plane wasn't smoke, but electrolyte in gas form, they said.

"We have not ruled out a fire in the battery," NTSB spokesman Peter Knudson said after Boeing's comments. The NTSB is leading its own investigating of the Boston fire, and is participating in the investigation in Japan.

"We saw a lot of charring inside the battery. The evidence is consistent with very high temperatures," he said.

Boeing is also replacing the circuitry on the U.S.-made battery charger. The changes will cap the battery's maximum charge, and will also stop draining power sooner, to prevent a so-called deep-discharge. The changes are designed to reduce the amount of energy in the battery, which should reduce its potential to generate heat, Boeing officials said.

Zimbabwe police raid Tsvangirai's office, arrest five

HARARE (Reuters) - Zimbabwe police arrested five people in a raid on the office of Prime Minister Morgan Tsvangirai on Sunday, a move that could spark concern about a return to political intimidation ahead of an election expected later this year.

Zimbabweans voted on Saturday in a referendum expected to endorse a new constitution to trim presidential powers and pave the way for an election to decide whether Robert Mugabe extends his three-decade rule.

As both the 89-year-old Mugabe and his rival Tsvangirai have endorsed the new constitution, it was not immediately clear why police had raided Tsvangirai's communications office.

"They arrested the principal director of research and development and three others. They also arrested their lawyer," said an official from Tsvangirai's office.

The official confirmed the lawyer arrested was Beatrice Mtetwa, a top human rights attorney who has previously represented Tsvangirai and has accused police of using heavy-handed tactics against Mugabe's opponents.

Police spokeswoman Charity Charamba could not confirm the raid but said she would address reporters later.

Tsvangirai and Mugabe have been in a power sharing agreement following a violent and disputed vote in 2008. While marked by low turnout, Saturday's vote was notably free from violence.

Results from the polls were still being verified at provincial centers. Officials have up to five days to announce the outcome.

Turkey: Man detained over NYC woman's death

ANKARA, Turkey (AP) ? Turkish police on Sunday detained a man wanted for the killing of a New York City woman in Istanbul, an official said.

The suspect, identified by authorities only as Ziya T, had been on the run since the body of Sarai Sierra, a 33-year-old mother of two boys, was discovered last month.

Authorities said Sierra died of a fatal blow to the head. She had traveled to Turkey to explore her photography hobby. She went alone after a friend who was supposed to join her canceled for financial reasons. Her body was found hidden near the city walls on Feb. 12, days after her family reported her missing.

The suspect was detained in Hatay province, near Turkey's border with Syria, Gov. Celalettin Lekesiz said. He gave no further detail about the arrest or the man's identity.

Turkish news reports have described the man as a homeless scrap paper collector who used to hang around Istanbul's ancient city walls.

The man was expected to be taken to Istanbul for questioning and to face possible formal arrest and charges.

Reports said police identified Ziya T. as the main suspect in the case after DNA samples taken from his two brothers and a sister matched those found beneath Sierra's nails. Police would not confirm these reports, saying the investigation is ongoing.

The GOLD PRICE today hit $1,598.54, pounding on that $1,600 door with both fists, but closed up only $1.90 at $1,592.50.

The SILVER PRICE gained a measly 4.5 cents to close at 2881.7c.

Today left the GOLD PRICE still above and outside that pennant it broke out of (upward) earlier this week. Indicators all argue that gold made a bottom at 1554.30 in February, then a higher low six days ago at $1,560.40. Any price lower than $1,570 (the apex of that pennant) would gainsay that conclusion that gold has reversed heaven-ward.

Silver slightly pierced the bottom boundary of its pennant, then traded back up into it today, nearly closing above its 20 DMA at 2891c. Here, too, all the indicators and sentiment all point to a reversal.

I expect to see silver and gold break out above 2950c and $1,600 next week. Now, saying that I'm crawling out on a limb with a chainsaw in one hand, but I'm willing to take that chance. It's still unclear, but when stocks break (before end-March) that should help gold and silver.

I'll admit I've had a dark cloud hanging over me lately. Just seems that the Rot is progressing faster than I can acclimate to it. Somehow the yankee government refusing to say it won't use drones in the US seems to me the same as saying it WILL use them. Call me old-fashioned, but a government claiming it has power and authority to kill its own citizens seems to contradict all the purposes of government. I won't even mention the signs the yankee government is planning once again to wage war on its own people -- Homeland Security ordering a billion rounds of hollow point ammo (banned in international warfare) and more armored vehicles that the Germans had when they invaded France in 1940. They need those like a fish needs a bicycle -- unless they're up to no good.

Yep, I know some of y'all with call me paranoid, goofy, squirrelly, all of that, but you have never had a SWAT team on your back porch. A day is coming when y'all are going to have to overcome your fear of government and stand up for your neighbors. Otherwise, when they come for you, there'll be nobody to stand up for you.

Criminal to resist? That's what they want you to think, and that it's criminal to insist on your rights. I reckon morality depends on your viewpoint, and what they call good behavior might also be called cowardice and treason to your fathers and your children. Got to choose.

But shoot! What do I know, a natural born fool from Tennessee? We're so backward some of us here still believe in the God of the Bible.

I saw a census report that one in three counties is now dying off due to weakened local economies. Young people move away and only the old are left, and these are mostly rural counties. Here's something you -- even little you -- can do to fight The Rot and rebuild your local economy: buy local food. That's the starting point. For more, see my YouTube video, "Rebuilding Your Local Economy," 46 minutes at http://bit.ly/ZbXd5H

Okay, I'm gonna cheer up now and get mean, plumb mean, so mean I can chew nails and spit out iron filings.

Stocks ground relentlessly to new tops this week, setting up for a big drop. Probably this top coming soon won't be the ultimate top, but the drop will have all those presently smugly cocksure that they are investing geniuses puking in their wastebaskets. Ultimate top should come later this year.

Dow fell 25.03 (0.17%) today to 14,514.11 while the S&P500, still unable to reach that 2007 top by two tiny points, fell 2.53 (0.16%) to 1,560.70.

Dow in Gold and Dow in Silver are still moving sideways, although the Dow in Silver inched a little higher to 504.74 oz. Both charts look very, very toppy.

Currencies moved around, but without any great changes. US dollar index fell 33.9 basis points (-0.44%) to 82.236. Yen poked its head up 0.79% to 104.89 cents per 100 yen. Euro did gap up a little to touch its 20 day moving average, gaining 0.54% to $1.3074. 20 DMA stands at $1.3102. I don't believe this amounts to more than a bounce in a downtrend. Today argues that the US Dollar has broken its uptrend, but it has yet to confirm that with lower prices.

A National Treasure is a person who by his contribution to culture or science has earned the thanks of the entire nation. Integrative physician Dr. Jonathan Wright of Tahoma Clinic in Seattle is just such a national treasure, which of course means that the Washington State medical board (Medical Quality Assurance Commission) has tried has tried to put him out of practice over 25 times since 1970. Vendetta? Naww, just an accident of socialist bureaucracy.

For the whole story, go to the Alliance for Natural Health and read the article, "Washington State Medical Board Endangers Public Health and Safety," at http://bit.ly/ZnbSK4

That article will explain how the board is attacking Dr. Wright this time, for an alleged offense that is in fact the board's fault. The hearing takes place next week, 18 - 20 March. Dr. Wright's license is at stake. At the bottom of the article you'll find a green button, "Take Action!" Click on that button and a form offers you a letter of protest that will go to the governor, state senators, and state representatives. Unfortunately only Washington residents can send this email.

I seldom ask y'all for a favor, but I am leaning on you this time, for the sake of this wise and faithful man who has helped hundreds of thousands of people. It won't take you ten minutes. Is it worth 10 minutes to raise your voice against a railroading travesty of justice? And if you have friends who live in Washington state, send them this email and ask them to send an email through ANH-USA.org. Thanks.

To avoid confusion, please remember that the comments above have a very short time horizon. Always invest with the primary trend. Gold's primary trend is up, targeting at least $3,130.00; silver's primary is up targeting 16:1 gold/silver ratio or $195.66; stocks' primary trend is down, targeting Dow under 2,900 and worth only one ounce of gold; US$ or US$-denominated assets, primary trend down; real estate bubble has burst, primary trend down.

WARNING AND DISCLAIMER. Be advised and warned:

Do NOT use these commentaries to trade futures contracts. I don't intend them for that or write them with that short term trading outlook. I write them for long-term investors in physical metals. Take them as entertainment, but not as a timing service for futures.

NOR do I recommend investing in gold or silver Exchange Trade Funds (ETFs). Those are NOT physical metal and I fear one day one or another may go up in smoke. Unless you can breathe smoke, stay away. Call me paranoid, but the surviving rabbit is wary of traps.

NOR do I recommend trading futures options or other leveraged paper gold and silver products. These are not for the inexperienced.

NOR do I recommend buying gold and silver on margin or with debt.

What DO I recommend? Physical gold and silver coins and bars in your own hands.
